Product pricing is the price the customer pays at the dispensary. The price reported will always be reflective of the net price. This means after discounts were applied but before tax. Because discounts are included here, the average item price you see may be below what the list price of the product actually is, depending on how many units were discounted. 

Product cost is also before tax and would be pulled from what the dispensary partner has entered into their point of sale as the product cost.
